User manual:

To read the time, the equatorial ring must be unfolded so that it lies in a plane perpendicular to the meridian. Then, using the throne (suspension ring), the latitude must be set, as well as the exact date on the declination scale.

Once the latitude corresponding to your current location has been set, the device should be suspended (hung) by the throne. The incident sun rays will then accurately show the time according to the sundial.
